This is a part of the last manga book called Surf's Up Pikachu. At this part, James sent a letter to Jessie confessing his love to her, but she never got it. He then had to go find her to tell her the truth! Here is that scene.....
When Jessie finds out the truth, she then tells James that she loves him too! They soon get married, quit Team Rocket, and live happily ever after. The end.

Jessie's mom was named Miymoto, a top class Team Rocket agent. She worked for Madam Boss, Giovanni's mom. She loved her daughter very much, even though they were dirt poor. How kawaii! But later on, Miymoto was assigned an important mission to capture Mew. She died in an avalanche leaving poor Jessie all alone. How sad!
How Jessie got the money to join other things like theater class and go to a school for rich people I do not know. Miyamoto must have married a rich man who cares for his family after all! Giovanni......
